Portugal - entre outros - podia aproveitar muito mais e muito melhor as verbas europeias do 7º Programa Quadro destinadas à Investigação. Sem saber o que há e é possível fazer, e sem ter informação e uma estratégia, o resultado é este:
"As our recent progress report on FP7 has shown, EU12 Member State participation is a mixed picture. If you look at the numbers, EU12 participation in terms of submitted and retained proposals is proportionally lower than their share of the overall EU27 research workforce. The average success rate of EU12 in terms of applicants is also slightly lower than the overall EU27 average: 17.9% compared to 21.8%. But looking at individual countries, it is interesting to note that a large number of EU12 Member States have much higher success rates than some of the old Member States. For instance - the overall success rate of the Czech Republic in the first two years of FP7 is close to the EU 27 average and higher than that of Austria, Spain, Portugal, Italy and Greece."
